Assignment #3: Monday 9/14/09

READ the following article, and then respond to the questions that follow.

Responsibilities of Government

We can begin to address the question of what are the responsibilities of government by first looking at the Declaration of Independence to document the legitimacy of government, then looking at the United States Constitution to determine the obligations of government.

The Declaration of Independence in 1776 provided the following foundation for the right of government to exist:

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed....

The Declaration of Independence went on to say that the new government to be established in what was then the 13 British colonies would lay its foundation:

…on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.

From this document it is clear that the Founding Fathers of our country saw government as an essential vehicle for citizens to achieve justice, obtain security, and to pursue happiness.

After winning the War of Independence the Founding Fathers gathered again in 1787 to write the Constitution for the new government they had won the right to establish. Their philosophy of the role of government is stated in the first paragraph, i.e. the preamble, of the Constitution of the United States :

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

The specific responsibilities of the government of the United States are important enough, and misunderstood enough, to warrant repeating:

  1. Form a more perfect union.
  2. Establish justice.
  3. Insure domestic tranquility.
  4. Provide for the common defense.
  5. Promote the general welfare.
  6. Secure the blessings of liberty to ourselves and our posterity.

In determining if government is functioning in a responsible manner, we can come back to these obligations of government to see if they are adequately being fulfilled.

An excerpt from the body of the Constitution might also be of assistance in determining whether government is acting is a responsible manner is specific situations. Article I Section 8 states:

The Congress shall have Power To lay and collect Taxes…to pay the Debts and provide for the common Defence and general Welfare of the United States (and)

To regulate Commerce with foreign Nations, and among the several States…

From both the Declaration of Independence and the Constitution it is clear that the federal government has an obligation to do what it can to promote the general welfare of citizens, and to assure that future generations will inherit a nation that provides justice, liberty, and the protection of the general welfare. It is clear that Congress can levy taxes and regulate interstate commerce in order to fulfill these obligations.

1. Based on your knowledge of the structure of government in the US, what obligation(s) does the government have to the people?

2. Provide at least THREE examples of ways in which the government meets these obligations.

3. To what extent should the government go, in order to meet these obligations?

  1. 1. The government has several obligations. One if the main obligations the government has is to provide a common good for the people. They are the ones that have to make sure that everything is running smoothy and everything is under control. they are responsible for all of the problems and situations that their country faces that the people cant control.

    2. Three ways that the government meets these obligations are, providing health care, distribute laws for the people to follow, and provide workers to take care of problems such as police officers.

    3. The government should do as much as they should to meet these obligations. without meeting these obligations the United States or any other country that would not run properly. everything will begin to start to get out of control because there would be no reason for anyone to follow rules.

  2. 1. The government is obliged to : keep everything under control, provide for the rights of its citizens, provide a defense mechanism if anything or anyone were to attack, etc.

    2. The government meets the obligation of defense by having a well trained army and navy to protect us, and supplying police officers. The government is able to protect the rights of its citizens through the Bill of Rights. The government is able to keep everything under control through our constitution and the set of laws in which it holds.

    3. The government should go as far as it can to ensure that its doing its job. Of course, there is no perfect government. All governments have their flaws, but our government should do everything it can to provide for its people.

  4. 1.The obligations that the U.S. has for the people are to provide a strong union, finacial support and the right for justice.
    2. The government doesn't meet these obligations 100% but for the most part they have welfare and minimum wage so that those without jobs/education can support theirselves and earn money. People can gain justice with freedom of speech, and the oppurtunity to go to court and plead. And the strong union is the army base and protection authorities such as police, firefighters etc.
    3. I think the government should do more than it is doing. Focus on home first before other countries. We are now in a recession but at the same time we're supposed to be the richest country in the world. Everybody is money hungry.

  5. 1. Gov't is obligated to ensure the safety and well being of the people while making decisions that will help the people live an easier and more sucure life. They have to help the people and if not done we can replace those people to ensure our safety and well being.

    2. They pass laws in order to protect us and keep us safe. They elect people that will meet the needs of what people want to happen. They supply money to help do many things for us.

    3. If it a matter of great cause they should to to any length in order to meet the needs of we the people.

  6. 1. The government is obligated to provide security, welfare and create laws to protect the rights citizens.
    2. Food stamps and welfare checks are given to those who need it. The police are a form of security and their job is to protect the people.
    3. They should do as much as they could. They are part of this country to and they should do whatever it takes to meet these obligations.

  7. 1.The governments obligations towards its people is to hear them out on their needs such as provide rights, help financialy, provide protection and freedom of speech.
    2.The government meets these obligations by providing health care, distribute laws such as the bill of rights, and provide education and jobs to its people.
    3.The government should do everything possible to meet these obligations because its their responsiblity to protect their people and provide all their needs. Its their job to secure and provide order in the country.

    1.the goverments obligation is to keep everything under control and in order so that problems in the future will not occur if the gov doesnt do its duty then ppl are goanna go insane and revolt against the govt and we will be. corrupt never knowing when it would be fixed
    2. the govt main tool is the bill of rights and it also provides ppl with jobs and education and giving helath care to those who need it.

    2) The government should provide health care pass laws to keep us safe and provide people with jobs and students with education in the best way that they can.
    3) It is the governments responsibility to meet these obligations and protect the people and help with their needs.

  11. 1)The government has various obligations to its people, the basics being to protect its people from harm/ meet the common needs, to protect its citizen’s natural rights and to maintain its economy.

    2)Three examples in which the government protects these right are:
    a.The Bill of Right.
    b.Health Care
    c.Public Schools and Federal/ Government Jobs.

    3)The government should go to whatever lengths necessary to protect and take care of its people but stay with humanitarian limits and also follow the Bill of Right and The Constitution and such other codes of conduct.

  12. 1.The government has a few obligations to its people. One being to provide and protect the peoples rights. Also To provide laws for the people to abide by, and to keep this country running in an orderly manner. Another is to make sure there is a form of security or defense system.
    2. Three ways the gov't meets these obligations is providing an American military and police officers to defend the country, to have court systems that will help people fight for their rights, and setting laws so that this country is not in utter chaos.
    3. The government should go as far as they have to, to reach the standards that will keep this country organized and safe.

  13. 1. Based on that structure, the government has to do alot for the citizens of the U.S. They must provide an easier life with help going to the citizens. The people have rights that have to be fufilled. Freedom can't and won't be taken away, and it's the governments job to make sure this runs well.
    2. Three ways they fill these obligations are: ONE-the bill of rights. This makes sure that everybody knows what they are allowed to do, and what treatment they should expect. TWO- I saw everybody write this, but, officers protection. This is a great way to make sure everybody lives by the law they were meant to live by. THREE- Welfare. This is a huge way in which everybody has a way to be supported, and have an easier life to live.
    3. They should go to the extent in which they promised in the laws they promote. There should be fair treatment to everybody.

  15. 1. The USG has several obligations. These obligations extend to domestic and national security, protecting the natural rights of the people and promoting the endless pursuit of betterment in life and government.
    2. The wars in Iraq and Afghanistan are perfect examples of how government meets their obligation for national security. The amendments and constitution are another way government meets their obligation to protect peoples’ natural rights and this new universal health care bill is the governments strive to better the country and the government.
    3. The government should go to the full extent to simultaneously meet all its obligations. What cannot do is sacrifice one obligation for another.

    2. Constitution shows that each man was created equal. For our security sometimes the government uses appeasement to prevent wars from happening. Laws are enforced by the government so they have a sense of order among the people.

  18. 1. The major obligations that our government,and every other should follow is provide security upon the people, ensure our freedom, welfare, and have a certain order that keeps people on the right path.

Also it has to be a government that mirrors those ideals of what people believe it's right and what the people want.

Provide at least THREE examples of ways in which the government meets these obligations.SECURITY: the national security, the army, navy,marines and our defense department and increasing searches to those who come from foreign countries and to those who come back to their homes too.WAY TO SUSTAIN A PROPER LIFESTYLE foodstamp, wellfare,pensions,insurance and federal funded agencies that help the needy.FREEDOM the bill of right and the constitution.

  21. 1. The US government owes the people rights to a safe living space. Which includes national and personal security. The US gov't owes the people certain human rights, as citizrns of this country, like the right to free speech.

    2. Three ways the government meets these obligations, are by providing amazing national security to our people. Amending the Bill of Rights to adjust to the times. It also upholds the rights given in the constitution.

    3. Any extent, they are elected by the people and therefore need to reflect the values of the people they represent by any means neccessary.

    2. To protect our rights we have the bill of rights. To help people get proper medical attention we have medicaid. And in protecting our country we have established one of the largest and strongest army, navy etc in the world.
