When The Levees Broke HW Assignment 11/24/09

Hello, PartInGov:

Here's your HW Assignment for tonight. It is due MONDAY November 29th (the day we get from Thanksgiving Break).

You should consider each question as a "mini-essay." In other words, your responses should be thoughtful statements, of at least one paragraph each. Use the Workbook/Teaching Guide as a means to help you write your answers. Please note that no work will be accepted LATER than 11:59 PM on Monday!

1. Which agency, or part of the gov't is most responsive to the emergency? Why do you think it was effective, and how did it compare to other agencies and response organizations?
2. What point does the film-maker seem to be making about leadership?
3. What is the "Cajun Navy?" Why was it needed?
4. How do you evaluate President Bush's statement "no one anticipated the breach of the levees?"
5. How did you respond to the images of the Royal Canadian Mounted Police arriving in New Orleans before the Federal Government?

  1. During the catastrophe of Hurricane Katrina many people took blame for not being prepared on time. The government most responsible for the emergency is the state government. The state government was well aware of how hard the hurricane was going to hit New Orleans and did nothing to “force” the people out of that state. Many residents of New Orleans decided to stay behind and suffered the consequences. In order for less suffering the state should have had forced them to evacuate. The state from the start could have resisted all of this trouble if they had secured the levees. Compared to the other agencies and organizations, they didn’t really have anything more sufficient to do.
    In the movie the filmmaker defines leadership as a point never taken during Katrina. Every leader known did not take the responsibly as leader of New Orleans. These leaders themselves had no idea what to do in a catastrophe like Katrina. After the disaster there were many organizations that helped out and many that didn’t. One of the organizations was the Cajun Navy. The Cajun Navy was the first responders that brought their boats and risked their lives in the service of stranded flood victims. This organization saved thousands of lives in the city of New Orleans.
    As seen there was some help being given but no help from the president? President Bush stated that “no one anticipated the breach of the levees.” This statement shows the presidents lack of interests in a tragedy of the country. He clearly proves that he had no knowledge on the levees. Bush tries to interpret his quote by showing that he had no blame in the disaster along with other people.
    The lack of response reacts to the local as people taking the opportunity to steal from local stores. In the film there was a policemen shown that stole a lot of DVDs and people stealing electronics. The response from the state was that there was lack of confidence from their major in not having enough solutions for disasters. The lack of response from the federal government was that they did not provide the help needed and considered the disaster as something less than their other problems. I believe the reason for this was because I believe that the Federal Government was not aware of what happened. It’s impossible for the federal government not to take interest in this crisis.
    Compared to the hurricane Betsy President Johnson took in charge by trying to repair everything in time. He managed to get help needed. The government seemed to take a better interest in this tragedy. I believe the reason for this was because the race back in the year was mostly white. For Katrina the majority were black people. I believe that this disaster could have had been avoided if the lack of racial was not put up.
